I've tried everything and followed every tutorial to the T.
What am I doing wrong?

Right click on the exe and select Run as an Administrator.

That part worked but I still cannot login to Admin using anything other than the localhost IP.

Change the MySQL server address to the remote machine.

For our other SQL cmax server we have it configured similarly and have at least 4 comps access the server with the admin application, setting the SQL Server IP to a specific machine wouldn't work in this case.

I am able to login to the server under  the 'admin' account using the .1.3, but am only given limited 'supervisor' access to the program. Other than on the server itself, I cannot connect/login to the machine with the 'root' username.

Ideas?

You don't have MySQL setup to accept remote root connections.

I think you need the MySQL command line client.....not the utilities client.  The utilities client is used for databases but doesn't support the functions on the webpage you was trying to fix.
